A year ago this week, XRP printed a record high of $3.65. It now changes hands near $1.09, and the story traders keep repeating is that one act of Congress will fix that. The CLARITY Act is real, it is closer than it has ever been, and it would genuinely change how XRP is regulated in the United States. What it will not do is hand holders the $10 to $30 that keeps circulating on timelines.

What you need to know
1XRP trades around $1.09 (CoinGecko, 19 July), roughly 70% below the $3.65 record it set a year ago.
2The CLARITY Act cleared the Senate Banking Committee 15-9 on 14 May, but the newest draft has no Democratic support.
3Its core effect: move XRP from SEC to CFTC oversight and write commodity status into federal law.
4A clean Senate passage points to about $2.80, not the $10 to $30 doing the rounds online.

What the CLARITY Act would actually do for XRP

Strip away the price talk and the bill does one precise thing that matters to XRP. The Digital Asset Market Clarity Act (H.R. 3633) defines when a digital asset is a commodity rather than a security, writes that definition into statute, and shifts oversight of tokens like XRP from the SEC to the Commodity Futures Trading Commission. That legal reclassification is the plumbing that a spot XRP ETF, bank custody, and large institutional allocations have been waiting on. Without it, every desk that wants exposure has to price in the risk that a future SEC changes its mind. With it, that risk moves off the table for good.

The bill has traveled further than most people assume. It passed the House in 2025, and on 14 May the Senate Banking Committee advanced it in a 15-9 bipartisan vote, sending it to the full Senate as Calendar No. 423. Then it stalled. The merged draft that surfaced in mid-July dropped the crypto-ethics disclosure provision that Senate Democrats had made a condition of their support, and the response was immediate. Senators Murphy, Van Hollen and Merkley came out against it, and the current text carries no Democratic backing at all. A Senate bill needs 60 votes to clear a filibuster. The math therefore requires roughly seven to nine Democrats who, as of this week, are not there.

That is the context for the 17 July hearing that some outlets billed as decisive. It was a House Financial Services field hearing in New York, titled “Building the Future of Finance,” and it could not pass anything. It was a pressure event aimed at the Senate, staged in the financial capital, days before Congress leaves for its August recess. Prediction markets read the moment clearly enough: Polymarket odds of passage in 2026 have slid to around 43%, down more than 20 points from their spring highs. The recess is the real deadline, and it is close.

The prediction: $2.80 is the honest ceiling for 2026

Here is the number the moonshot posts keep skipping past. Standard Chartered’s Geoffrey Kendrick is one of the most-cited institutional bulls on XRP, and even he cut his 2026 target from $8 to $2.80 in February, after XRP fell to $1.16 in the market’s worst selloff in nearly four years. His full ladder now reads $2.80 this year, $7 in 2027, $12.60 in 2028 and $28 by 2030, and he is explicit that the $7-and-up rungs need two things together: the CLARITY Act on the books and more than $4 billion of spot-ETF inflows actually arriving. The four-figure targets are not a passage story. They are a multi-year adoption story that passage merely makes possible.

The market has already shown its hand once. When the committee vote landed on 14 May, XRP spiked to $1.54 and then round-tripped the entire move, back to where it sits today near $1.09 (CoinGecko). That is the tell. A committee win is worth a brief 40% pop that fades; a full Senate win is a bigger version of the same event, not a different kind of event. My base case is straightforward. If a clean bill reaches the floor and passes before the recess, the honest re-rate is toward Standard Chartered’s $2.80, a move of more than double from here, with the spike likely overshooting first and giving much of it back. If the window closes into August with no floor vote, XRP retests the $1 floor and probably prints a handle below it before the next catalyst.

For European investors the distinction cuts a little differently. Under MiCA, XRP already trades as an ordinary crypto-asset on regulated venues across the bloc, so a US reclassification does not hand Dutch holders access they lack. What it adds is depth. A CFTC-blessed token feeds American spot ETFs, pension mandates and bank custody desks, and that demand lifts the global price everyone shares, the same institutional pipe now being built out for other majors through vehicles like Grayscale’s staking-enabled ETH and SOL products. The catch is that European buyers are taking the price risk of a US legislative fight they cannot vote in.

So watch the Senate floor calendar, not the hearings. The vote that decides XRP’s year hinges on a fight over crypto-ethics disclosures that has almost nothing to do with XRP itself, and everything to do with whether nine Democrats can be brought back to the table before the room empties for August. Passage is a genuine upgrade to how XRP is owned and custodied in the world’s deepest capital market. Price it as a coin-flip worth about $2.80, keep the $10 talk in the same drawer as last cycle’s, and you will not be the one holding the round-trip.
