UK stablecoin plan gives Bank of England an innovation test

The UK government has turned its stablecoin regime into a test of regulatory tempo. HM Treasury said on 27 August that the Bank of England should gain a secondary objective to support innovation in payment systems and emerging digital money, while financial stability remains the central constraint.

What you need to know
1Policy shift | The Bank of England would have to consider payments innovation, but only below its financial-stability mandate.
2Stablecoin scope | The objective would cover systemic payment systems, including digital settlement assets such as stablecoins.
3Regime context | The Bank's June framework still points to strict backing, redemption and issuance rules for systemic issuers.
4Market read | UK stablecoins get a clearer regulated lane, but not a lighter one.

Innovation Gets A Formal Seat

The proposed change is narrow, but it matters because it tells the central bank to weigh innovation explicitly when it regulates important payment systems. HM Treasury framed the move as part of a wider effort to modernise UK payments, including digital settlement assets and stablecoins that could become systemically important.

That does not make the Bank of England a growth agency. The primary objective remains financial stability. The new test would sit underneath that mandate, which means stablecoin firms can argue that a rule slows useful payment innovation, but they still have to clear the central bank’s safety bar first.

The timing is also practical. The government said the change will be introduced through amendments to the Financial Services and Markets Bill, with debate expected in the House of Lords in early September. If adopted, the Bank would have to report each year on how it has considered the secondary objective.

The Rulebook Still Carries Weight

The innovation language lands on top of an already detailed stablecoin regime. In June, the Bank of England published its policy statement and draft Code for systemic stablecoin issuers. The framework points to reserve, redemption and risk controls that look closer to payment infrastructure than to a typical crypto listing venue.

Under the draft approach, systemic stablecoin issuers would be able to hold up to 70% of backing assets in short-term UK government debt, with the rest held as deposits at the central bank. The Bank also proposed an initial issuance guardrail of 40 billion pounds during the transition period, with final rules expected by the end of 2026 and regulated stablecoins operating in the UK from 2027.

The split with the Financial Conduct Authority remains important. Stablecoins used only to buy or sell cryptoassets would stay under FCA supervision when they are not systemic. The Bank’s role begins when a stablecoin arrangement is large enough, or payment-relevant enough, to raise wider financial-stability questions.

Why Crypto Markets Should Care

For stablecoin issuers, the UK signal is not a free pass. It is a clearer path for firms willing to build around reserve quality, redemption reliability and operational resilience. That favours issuers that can make their tokens behave like dependable payment rails, not only liquid trading pairs.

The market read is therefore balanced. The government wants the UK to look more open to digital money, and the Bank is being asked to show how it supports innovation. At the same time, the central bank is still guarding against a rapid shift of money out of bank deposits and into private digital instruments.

That tension is the story. If the amendments pass, the UK will be telling stablecoin firms that innovation has a formal place in supervision. The price of that place is a regulatory model built for payment-system importance, not for crypto-sector speed alone.
