US crypto strategy: stablecoins as Washington’s dollar lever

The US crypto strategy is no longer a rumour whispered at industry conferences. On the eve of America’s 250th birthday, Treasury Secretary Scott Bessent stood before the Economic Club of New York and said the quiet part out loud. Washington wants stablecoins, tokenised assets and new payment rails, and it wants them because they extend the reach of the dollar. Crypto has stopped being a regulatory headache and started being infrastructure.

What you need to know
1On 23 June 2026, Bessent laid out a doctrine he calls economic statecraft, casting stablecoins and tokenisation as tools of American financial power rather than threats to the dollar.
2He argued the stablecoin market could grow roughly tenfold by 2030, which on his own framing means up to 3 trillion dollars in fresh demand for US Treasuries.
3On 15 July, Wall Street settlement utility DTCC ran its first live trades in tokenised Microsoft, Circle and S&P 500 shares, with a full service due in October.
4Europe's answer is the digital euro. The ECB has picked 36 providers, including the Dutch payments group Adyen, for a pilot, with issuance targeted for 2029.

What the US crypto strategy is really about

To understand the shift, start with the venue. Bessent chose a gala marking 250 years of the United States to explain how America intends to keep its grip on the global economy. His frame was economic statecraft, the deliberate use of economic power to protect national sovereignty. In the last century, he argued, trade ran through ports and across oceans. In this one it runs through platforms, systems and protocols, and whoever sets the technical and legal standards for those rails gains real geopolitical power. According to the Treasury Department’s own transcript, he named digital assets, stablecoins, tokenisation and next-generation payments as exactly the standards the US cannot afford to let others build first.

Notice what is missing from that pitch. There is no talk of censorship-resistant money or of prying finance loose from the state. Washington is not adopting crypto because it admires decentralisation. It is adopting crypto because a dollar-backed stablecoin is a distribution channel for the dollar, one that reaches phones in places a US bank branch never will. “Crypto is not a threat to the dollar,” Bessent said in remarks reported by Yahoo Finance. “In fact, stablecoins can reinforce dollar supremacy.” The mechanism is almost boringly direct. Reputable stablecoins hold their reserves in short-term US government debt, so every dollar that flows into a stablecoin is roughly a dollar that flows into Treasury bills. Bessent put a number on the ambition, projecting the market could grow about tenfold by 2030 and pull in as much as 3 trillion dollars of new Treasury demand along the way.

For the industry this is a gift, even if it arrives with strings. Issuers such as Circle and asset managers such as BlackRock are already positioned to lead, and legitimacy of this kind tends to pull institutional money in behind it. The legal scaffolding is the CLARITY Act, the market-structure bill that would hand most day-to-day crypto oversight to the commodities regulator. I looked at how much that could realistically move a single token in this analysis of XRP after the CLARITY Act, and the honest answer was less than the loudest bulls claim. The same caution applies here. A friendlier framework is not a subsidy. It is permission to build, on terms Washington writes.

From speeches to plumbing: tokenisation goes live

The strategy stopped being theoretical on 15 July. DTCC, the post-trade utility that sits behind most US securities settlement, took real securities held at its depository and converted them into blockchain tokens, then used those tokens in live production trades. The batch included shares of Microsoft, Circle and the main S&P 500 tracker, along with US Treasuries of varying maturities. Around forty firms took part in the trials, drawn from a working group of more than fifty that formed in May, with names like BlackRock, Vanguard, JPMorgan and Goldman Sachs in the room, as CNBC reported. A no-action letter from the SEC in December 2025 cleared the legal path.

Keep the significance in proportion. This is not a blockchain-native stock market where anyone can trade Microsoft on a public chain at midnight. In October, DTCC plans to open a service that lets member firms shuttle securities between their traditional accounts and blockchain wallets, and that is the whole point. The incumbents are wiring public-blockchain rails into the plumbing they already control, rather than being disrupted by them. That is what Bessent meant by strategic infrastructure. When the utility at the centre of American finance starts issuing tokenised Treasuries, tokenisation is no longer a pitch deck. It becomes the standard other markets will have to interoperate with, which is precisely the advantage his speech was about.

Europe’s counter-move: the digital euro

Seen from Frankfurt and Brussels, a dollar that travels the world as programmable money reads less like an opportunity and more like a dependency. If European shops, banks and citizens increasingly settle in dollar stablecoins and on American payment networks, Europe loses a measure of control over its own monetary rails. The digital euro is the answer to that anxiety, and it moved forward in the same week as the DTCC test. On 14 July the ECB named 36 payment providers for a pilot, chosen from 50 applicants, including the Dutch group Adyen alongside Revolut, Stripe, SumUp, Deutsche Bank and Worldline, according to CoinDesk.

The timeline is slower than Washington’s. A development phase begins in the third quarter of 2026, a twelve-month pilot follows in the second half of 2027, and actual issuance is targeted for 2029, all of it conditional on legislation that is still being written. The bill has entered trilogue talks between the European Commission, the Council and the Parliament, with negotiators hoping to settle the text before the end of this year. The design goals tell you what worries the ECB. The digital euro is meant to work online and offline, be handed out through existing banks, and leave the continent less reliant on American payment infrastructure. For Dutch readers the detail worth holding onto is that Adyen, one of the Netherlands’ few homegrown financial champions, is now helping test the rail that is supposed to keep the euro competitive with a strategically deployed dollar.

Step back and the two sides of the Atlantic are doing the same thing from opposite directions. Both are turning money into an instrument of statecraft, one through a dollar exported on public blockchains, the other through a sovereign euro built to resist it. That is the backdrop against which Bitcoin looks strangely calm. It trades around 64,400 dollars, still roughly 49 percent below its October 2025 record near 126,000 dollars, according to CoinGecko, ranging quietly while governments pour the foundations around it. The more openly states wield money as a tool, the sharper the appeal of an asset that answers to none of them. Watch three things into the autumn: whether the CLARITY Act clears the Senate, whether DTCC’s October launch holds, and whether Brussels lands its digital-euro text before the year is out. The infrastructure is being poured now, and the price tends to follow the plumbing.
